The commission is the share of rewards the validator keeps. On Monad a large group of validators charge the same rate, so the difference between them often comes down to reliability rather than price.
The APY shown is derived from the on-chain reward accumulator, averaged over a window of epochs because a single Monad epoch is only a few hours long and too noisy to read on its own. It is already net of commission.
