Decentralization Score (0–100) promotes decentralization: smaller, high-performance validators in underrepresented regions score higher, while large stake concentrators get penalized.
A validator with good metrics, small stake, outside superminority, and in an underrepresented continent (Africa, Asia, South America, Oceania) scores ~90+. A validator in Europe or North America loses up to 15 pts for geographic concentration, plus 12 pts for superminority and up to 13 pts for stake size.
